Vladivostok Sea Assambly has made a desision to take part actively in the desision of difficult problems concerning with organizing an interaction and coordinating the efforts of all interested subjects of sea-economic activity, federal athority, institution of local government and public into sea politic.
To occupy a fitting our country place worthy of great sea power into the World ocean we need a political independent and economical sufficient country which is able to building and useing modern marine transport and fishing and scientific-research fleet, also to develope seaside cities and offshore infrastructure concerning with sea, marine education, to establish differient lines of national security to defend surely their own important interests into this region. Activity of Vladivostok Sea Assembly is devoted to solve all these difficult problems.

The history of establishing maritime meetings is inseparably connected with the history of Russian Fleet. Both traditions are enrooted in the time of governing of Empress Ekaterina II.
Establishing maritime meetings was doubtlessly beneficial that time as well as it is now. Initially maritime meetings served the humble purpose of facilitating social life of sailing fleet personnel who were disarmed in winter season. However, soon maritime meetings extended their significance and became identified with Fleet. All the topics of the day were reflected in the general mood of the meetings, thus it became not just an event which united marine officers during their off-duty time, but the center where fleet-related ideas were exchanged.
As it is known the prototype of maritime meetings was Kronstadt Maritime Club established for «pleasant, useful and noble amusements» of marine officers, which was opened on March 11, 1786 with dinner and ball. On February 6, 1802 after Emperor Alexander I granted his imperial permission to establish and open a noble meeting in Kronstadt city, Maritime meetings took the status of national. At that time it was a place where fleet personnel could socialize after long trips. In 1910 there were 10 such meetings in Russia: Kronstadt Meeting, Revelskoye meeting, Libavskoye meeting, Gelsinforskoye meeting, Saint-Petersburg meeting, Kolpinskoye Maritime meeting (Izhorsky and Obukhovsky factories), Sevastopol meeting, Nikolayevskoye meeting, Baku meeting and Vladivostok meeting.
What should maritime meeting be like under the new conditions – a kind of a closed officer’s club for socializing or active non-governmental organization implementing specific social programs aimed to support Russian Fleet? The second option looks more appropriate under the current conditions.
Current Vladivostok Maritime meeting was established more than five years ago and has already gained a sound reputation as one of respected fleet-related organizations not only at the main base but at Pacific Fleet dislocation sites as well.
This non-governmental organization has united not only officers on duty but as well officers of reserve, representatives of merchant and fishing fleet, representatives of shipyards and entrepreneurs, political and business activists, representatives of religion, culture, science and art – all those whose lives are bound to sea and who are not indifferent to the destinies of the seamen. Of course Maritime meetings do not operate without support from state bodies. Vladivostok Maritime meeting has actively cooperated with regional and city authorities, with military council, headquarters of Pacific Fleet and Department of educational work of the Fleet since its first days.
In cooperation with industrial and commercial organizations Maritime meeting has done a lot for fleet officers, veterans and the families of seamen.
Maritime meeting places high emphasis on youth patriotic upbringing, implanting loyalty to fleet, interest to learning about its glorious traditions and serving the Motherland whole-heartedly. Specifically help is being rendered to The National Defense Cadets corps under The Far Eastern National Technical University and other children’s patriotic clubs in Primorsky region.
One of the most significant milestones in implementing the program of the President of Russian Federation for restituting historical and cultural valuables to the Motherland was conveyance of a relic – standard flag of Siberian flotilia to Pacific Fleet in 2006.
Vladivostok Maritime meeting’s contribution to propaganda of history of Pacific fleet is significant, namely the meeting appealed to public for financial support of memorial complex to all generations of submariners of K-430 construction which was erected on the territory of The Far Eastern National Technical University military science department to commemorate the 100th anniversary of submarine forces of Russia.
Owing to subdivision of Vladivostok Maritime meeting – Interregional non-governmental organization «Far Eastern Club of submariners of Pacific Fleet» the contribution of modern prominent naval commanders to development of Pacific Fleet has been perpetuated. Owing to their efforts a commemorative plaque to commander admiral E.N. Spiridonov appeared on the frontispiece of Fleet Headquarters. A foundation stone for commemorative sign to All Submariners of Pacific Fleet was laid and blessed on marine imbankment in Vladivostok city on the day of annual anniversary of establishment of submariner forces in Russia.
The establishment of international bonds began with hosting a reception for French seamen from frigate Prerial. Also unforgettable are meetings of Russian and American submariners held in 2007 during the visit of United State Navy vessels and during international commemorative trip to the place of wreckage of soviet and american submarines L-19 and Wahoo during World War II.
Naval establishment administration is in constant search of new contacts with foreign colleagues, is designing progressive forms of patriotic upbringing of young generation of pacific mariners. Conducting balls, recreation sessions, meetings and other events under the auspices of Vladivostok Maritime meeting has become a heart-warming tradition from marine officers and their family members.
I would like to assure that authority and military council of Pacific fleet will support initiatives of activists of Vladivostok maritime meeting in every possible way.
I wish Vladivostok Maritime meeting which main goal is to carry on best traditions of Russian Fleet to remain reliable liaison which unites all the mariners for the sake of prosperity of our country, strengthening its maritime might, for the sake of serving the Motherland and people.

The Sea assemble play remarkable role in the social life of Vladivostok, doing determined help to the federal structure about the problem of realization sea national policy of Russian Federation on the Far East.
It has already passed 3 years since this public organization" Sea assembly of Vladivostok" appeared. For the last time , this assemble has provided the wide public resonance about the questions of sea politic, organized the contact of Navy with public organizations.
This Assemble joined the people of basic sea professions.
The Sea assemble of Vladivostok has in their staff more then 400 people. The symbolism of the " VSA" has been worked out and became famous.
The international scientific- practical conference about the problem " National sea politic of Russion Federation on the Far Eastern" was held 16-17 December , 2003 with successfully.
The "VSA" was initiator of decorating by memorable mark " 100 year to the Navy Admiral of Soviet Union Mr. Kuznetsov" to the members of committee of chairmen for the active participate in the work of this meeting.
The "VSA" rendered some public organization, doing patriotic training with youth and children , and also rendered welfare to the children' home.
The role "VSA" is very important in the history life of Navy Fleet, especially their appeal to the broad masses of community.
This assemble appealed to make financially support for bulding of monument in memory of submarine K- 430. This monument is unique.
It was built on the territory of military faculty FETU / Far- Eastern technical University/ by 100years Russian submarine forces.
You should not forget an efforts so eminent admiral as Mr. Spiridonov. The brass with his name appeared on the front side of building Navy
staff. This brass is devoted to the Commander- in - Chief of Navy Fleet admiral Spiridonov E.
The work of "VSA" is keeping on, establishing international communications, for example the members of the "VSA" accorded a hearty reception for the officers of frigate "Prerial" French navy forces at the Pacific zone.
It will be important part in the realization president's programme to return historical and culture values to Russia, for example to transfer the famous flag of Siberia flotilla to the Navy Fleet of Russia.
The War board of Navy fleet thanks the committee of chairmen for profitable activity, and also to express confidence that the work of new
staff will be more purposeful and successful.
I guarantee that the necessary help will be rendered from the Command Navy Fleet .
